First, with any project you'll need a crochet hook and yarn. Any yarn or hook will do for learning this stitch.
For this tutorial you'll need to know how to make Chains (CH), I have a tutorial here! How to make the Single Crochet Stitch (SC), tutorial here! How to make the Double Crochet Stitch (DC), tutorial here! And be familiar with the Puff Stitch, tutorial here!

Starting from the beginning, make chains in the multiple of 2
For your first row: Work 1 SC into each CH across
Start your row with 3 CHs
Insert your hook into the first ST of your row and pull the yarn through the ST, pulling up a loop
Insert your hook into the 2nd ST of your row and pull the yarn through the ST, pulling up another loop
Insert your hook back into the first ST and pull up another loop
Insert your hook back into the 2nd ST again and pull up another loop
Insert your hook back into the first ST and pull up another loop
Yarn over your hook 1 time
Take that yarn through all the loops on your hook
Make 1 CH to secure the loops
That is 1 Criss Cross Puff ST made
Keep making Criss Cross Puff STs until you reach the last ST of your row
Make 1 DC into the last ST of your row, this will match the CH 3 you made at the beginning of your row
You will repeat this row for however long you want your project
This is what the Criss Cross Puff Stitch should look like when completed!
