First, with any project you'll need a crochet hook and yarn. Any yarn or hook will do for learning this stitch.
For this tutorial you'll need to know how to make Chains (CH), tutorial here! And how to make the Double Crochet Stitch (DC), I have a tutorial here!

Yarn over your hook 1 time
Insert your hook into the 1st ST you want to work into and pull up a loop
Yarn over your hook 1 time
Take that yarn through 2 loops on your hook (this is the bottom of 1 DC)
Yarn over your hook 1 time
Insert your hook into the next ST you want to work into and pull up a loop
Yarn over your hook 1 time
Take that yarn through 2 loops on your hook (this is the bottom of 1 DC, so you have the bottoms of 1 DC in each ST now)
Yarn over your hook 1 time
Take that yarn through 2 loops on your hook
Yarn over your hook 1 time
Take that yarn through the last 2 loops on your hook
This is what the Double Crochet Decrease should look like when completed!
