First, with any project you'll need a crochet hook and yarn. Any yarn or hook will do for learning this stitch.

Insert your hook into the next ST you want to work in
Pull the yarn you're working with through the ST, pulling up a loop (2 loops on your hook)
Turn your hook/twist your hook 360 degrees around
Yarn over your hook
Take that yarn through both loops on your hook
This is what the Twisted Single Crochet Stitch should look like when completed!
