Here is the free pattern/tutorial:
Materials:
Yarn – Any medium/DK weight yarn will work
Crochet hook – Any hook will work – I used a I hook for my example cowl – 5.5 MM
Scissors
Stitch Markers
Crochet Stitches Needed:
Chain – CH
Stitch – ST
Skip – SK
Single Crochet Stitch (SC):

Pattern:
Make an even number of chains + 3, I made 183 chains for my example cowl
Row 1: Make 2 DC into the 3rd CH from your hook, *SK 2 CHs, (1 SC + 2 DC) into the next CH, repeat from * for the rest of this row
Row 2-12: CH 2, *SK 2 STs, (SC + 2 DC) into next ST, repeat from * for the rest of this row to complete

Leave long tail of yarn to sew ends of cowl together
