Starting from the beginning, make chains in the multiple of 10 + 4. I made 154 chains for my example blanket
Row 1: Make 1 DC into the 4th CH from your hook
Make 1 DC into each of the next 3 CHs
*DC DEC over the next 3 CHs
Yarn over your hook 1 time, insert your hook into the next CH, grab that yarn, bring through, pulling up 1 loop, yarn over 1 time, take that yarn through 2 loops only, yarn over your hook 1 time, insert your hook into the next CH, grab that yarn, bring through, pulling up 1 loop, yarn over 1 time, take that yarn through 2 loops only, yarn over 1 time, insert your hook into the next CH, grab that yarn, bring through, pulling up 1 loop, yarn over 1 time, take that yarn through 2 loops only, yarn over your hook 1 time, that's 3 bottoms of DC in 3 CHs, yarn over your hook 1 time, take that through all the loops left on your hook to complete
Make 1 DC into each of the next 3 CHs
Make 3 DC into the next CH together
Make 1 DC into each of the next 3 CHs
Repeat the steps above from * until you only have 1 CH left
Make 1 DC into that last CH to complete this row
Each row should start and end with 4 DC, this will help you keep on track
Row 2: CH 3, these 3 CHs count as 1 DC
Make 1 DC into each of the next 3 STs
*DC DEC over the next 3 STs
Yarn over your hook 1 time, insert your hook into the next ST, grab that yarn, bring through, pulling up 1 loop, yarn over 1 time, take that yarn through 2 loops only, yarn over your hook 1 time, insert your hook into the next ST, grab that yarn, bring through, pulling up 1 loop, yarn over 1 time, take that yarn through 2 loops only, yarn over 1 time, insert your hook into the next ST grab that yarn, bring through, pulling up 1 loop, yarn over 1 time, take that yarn through 2 loops only, yarn over your hook 1 time, that's 3 bottoms of DC in 3 STs, yarn over your hook 1 time, take that through all the loops left on your hook to complete
Make 1 DC into each of the next 3 STs
Make 3 DC into the next ST together
Make 1 DC into each of the next 3 STs
Repeat the steps above from * until you only have some CHs left
Make 1 DC into those last CHs to complete this row
Again, you want 4 DC in the beginning and end of each row to keep your count
You would now alternate between Rows 2 & 3 for however long you want your project
