There are several ways to start this motif. You can use the Magic Ring/Circle/Loop, I have a tutorial here! The Chain 4 method, I have a tutorial here! Or the Slip Stitch Method, I have a tutorial here!
I will be using the Chain 4 Method for my tutorial

Row 1: I'm starting with 4 CHS for my example Hexagon, you can start with a circle of your choice
Once you have your circle, make 3 CHs
Make 1 DC into your circle
Make 2 CHs for our Hexagon corner
Make 2 DC into same circle space
Make 2 CHs for our Hexagon corner
Make 2 DC into same circle space
So in total we have 3 sides of 2 DC and 3 CH corner spaces
Row 2: Make 3 CHs (These CHs count as 1 DC)
Make 1 DC into each of the next 2 STS
Into corner space: 1 DC, CH 2, 1 DC
Make 1 DC into each of the next 2 STS
Into corner space: 1 DC, CH 2, 1 DC
Make 1 DC into each of the last 3 STS
Row 3: Make 3 CHs (These 3 CHs count as 1 DC)
Make 1 DC into each ST until you reach a corner space
Into corner space: 1 DC, CH 2, 1 DC
Make 1 DC into each ST until you reach a corner space
Into corner space: 1 DC, CH 2, 1 DC
Make 1 DC into each ST until you run out of STs
You would now repeat Row 3 for how big you want your motif
