First, with any project you'll need a crochet hook and yarn. Any yarn or hook will do for learning this stitch.
For this tutorial you'll need to know how to make Chains (CH), I have a tutorial here! How to make the Double Crochet Stitch (DC), tutorial here! How to make the Double Crochet Increase (DC INC), tutorial here! How to make the Double Crochet Decrease (DC DEC), tutorial here! And how to work in the Back Loops, tutorial here!
Starting from the beginning, make chains in the multiple of 14 + 2

Row 1: Make 2 DC into the 3rd CH from your hook
Make 1 DC into each of the next 3 CHs
DC DEC over the next 3 CHs
Then DC DEC over the next 3 CHs again
Make 1 DC into each of the next 3 CHs
Make a DC INC into the next CH
Then make another DC INC into the next CH
Make 1 DC into each of the next 3 CHs
Make 1 DC into the next CH
Then make 3 DC into the last CH of this row
Row 2: Make 3 CHs
Working into the Back Loops: Make 2 DC into the 1st ST
*Working into the Back Loops: Make 1 DC into each of the next 3 STs
Working into the Back Loops: Make 1 DC DEC over the next 3 STs X 2
Working into the Back Loops: Make 1 DC into each of the next 3 STs
Working into the Back Loops: Make 1 DC INC over the next 3 STs X 2
Repeat the steps above from * until you have CHs left at the end of this row
Working into the Back Loops: Make 3 DC into the tops of those last CHs
Repeat Row 2 for however long you want your project
This is what the Textured Ripple Stitch should look like when completed!
